What Is a Permit to Work System?
A permit to work (PTW) system is a formal, documented safety process used to control high-risk work activities. Before certain jobs — welding, confined space entry, working at height, excavation, or electrical isolation — can begin, a designated authority reviews the task, verifies the hazards have been controlled, and issues a written permit authorizing the work to proceed under specific conditions.
In short: a permit to work system is a checkpoint. It forces a documented conversation between the person doing the work and the person responsible for the site, so that hazards are identified and controlled before the job starts, not discovered mid-task.
Why Permit to Work Systems Matter
Work permit systems exist because verbal authorization and informal checks don't scale, and they leave no record. A written permit:
- Confirms hazards have been identified and mitigated (isolation, ventilation, gas testing, barricading)
- Names who is authorized to do the work and who is accountable for supervising it
- Sets clear start and expiry times, so work doesn't continue under conditions that have since changed

Types of Work Permits

- Isolation and preparation — where relevant, energy sources are isolated (see LOTO), the area is prepared, and safety equipment is confirmed
- Authorization — a competent, authorized person reviews the request and controls, then signs and issues the permit
- Work execution — the permit is displayed at the worksite, and work proceeds only within its conditions and validity period
- Close-out — once work is complete, the area is inspected, isolations are removed if appropriate, and the permit is formally closed
Permit to Work vs. HAZOP and LOTO
These terms are often confused because they all sit inside process safety management:
- A permit to work authorizes a specific task to happen, under specific conditions, for a limited time
- LOTO (lockout-tagout) is a specific isolation procedure often required before a permit can be issued for work on hazardous energy sources
- HAZOP (Hazard and Operability Study) is a structured hazard-identification technique used at the design or review stage of a process, not for authorizing day-to-day maintenance work
Common Challenges with Permit to Work Systems
Even well-designed PTW systems fail in practice when permits are treated as paperwork rather than a genuine safety check — for example, when permits are pre-signed before conditions are verified, when multiple permits for the same area aren't cross-checked against each other, or when expired permits aren't formally closed out. A strong permit to work culture depends on trained, empowered permit issuers as much as it depends on the paper form itself.
